As the Empire caved in around 1800s. The German people were scattered in dozens of smaller states all over central Europe. The Austria Empire was one of them and took the leading role of reuniting all the Germans. All state leaders came together in Vienna and finally came up with a united idea of forming an alliance, The Germany Confederation. It was a powerful alliance were important laws were decided together and they were to be superior to the laws of the states with Austria leading the way.
