The way I would make the Super Saiyan Rage Awoken Skill unlockable in Dragon Ball Xenoverse 2 is simply by having Super Saiyan unlocked and Super Saiyan Blue unlocked and to be a certain level, then simply talk to DBS Future Trunks in Conton City to start a mission where the reward for clearing the mission is the Super Saiyan Rage Awoken Skill, similarly to talking to Full Power Jiren in Conton City to battle him in a mission to then unlock the Ultra Instinct Awoken Skill.
