When applied to a concrete surface, particles slip through surface pores into microscopic cracks in concrete. You can visualize the pores of the concrete to be like a series of wide-open microscopic doors. Once sealer is applied, larger molecules with higher energy can no longer pass through them. Openings are still there, but they're much smaller and still enable vapor to move through the substrate.
