The president made this announcement in a meeting in Kigale on Sunday, two weeks after Patrick Karegeya, Kagame's leading critic, was found strangled in a hotel in Johannesburg, South Africa. Both Karegeya and Kagame played a role in ending the genocide in Rwanda in 1994. Karegeya was chief of army intelligence for 10 years, but fell out of favour with the president by 2006.
