| Video Discription | (22 Dec 2002) STORY Narendra Modi, the leader of the Hindu nationalist Bharatiya Janata Party (BJP) will be sworn in for a second term as Gujarat state's Chief Minister on December 22. Widely credited for leading his party's spectacular victory, Modi has called for an end to bloody confrontations between the Hindu majority and Muslim minority in a state ravaged by riots. The BJP won 126 seats, gaining control of two-thirds of the 182-seat assembly in Gujarat, where one-thousand people died in the worst Hindu-Muslim rioting in a decade. Modi has been criticised by his opponents for saying that Hindu revenge attacks against Muslims were understandable and for doing too little as the state's top administrator to stop the violence. Critics also say the BJP played on Hindu fears and raised animosity against Muslims through the campaign - a tactic that some fear it might use in a series of upcoming elections in other parts of India and the country's general election in two years. The opposition Congress party has asserted that this tactic poses a threat to India's tradition of secular government. Hindu supremacists are hailing the win of the governing party as a mandate for "Hindutva", or "Hindu-ness," a code-word that implies the tenets of Hinduism should govern India and should be acknowledged by the nation's religious minorities. India's nearly 130 million Muslims are 13 percent of the population and just under 12 percent of Gujarat's 32.8 million voters. A thousand people were killed in the three months of violence, which began in late February after a Muslim mob set fire to a train car in the town of Godhra, killing 60 Hindus. There are signs that normality and communal peace have returned as Hindus and Muslims struggle to rebuild their shattered trust in each other. The BJP, led by Prime Minister Atal Bihari Vajpayee, heads India's ruling 19-party coalition, which has held power since 1998 and will face national elections by 2004.
