Downloading third party software to award something on your Steam account that you didn't do the intended way definitely doesn't sound like legal behaviour to me, and Steam's Subscriber Agreement is just broad enough to cover this activity, even if it doesn't give you a competitive advantage https://store.steampowered.com/subscriber_agreement/#4 If you've used SAM or achievement servers to get free hats in TF2, or any other reason, you probably don't need to worry. There's no record of anyone getting banned for using SAM or achievement servers, nor for providing the software.
