I think it has a lot to do with the fact that after going through such a traumatic experience (this whole kill-or-be-killed games), life won't ever be the same. Not with Gale. Not with Prim. Not with anybody. They are changed forever... and only another survivor can understand that; the things they feel, the thoughts they have, the nightmares they suffer from. That's why I think that the bond between these two is completely unbreakable. Greater than friendship. Greater than family. Even greater than love; She needs Peeta to survive.
